Prosper Police Department Proposes Stricter E-Bike Regulations and Penalties

The Prosper Police Department is advancing a set of tougher rules for electric bikes, or e-bikes, in response to rising safety risks and incidents involving minors.

Concerns have spiked over improper e-bike use on local streets, sidewalks, and parks, causing safety hazards and property damage.

New proposals would require helmets for riders under 16, bar headphones that restrict hearing, and limit e-bike passengers and access on certain roads and trails.

Class 3 e-bike operation would be restricted to ages 15 and up, and a free registration program with safety education is planned.

Penalties would increase with repeat offenses, from a $100 fine and safety course on the first violation to a $500 fine and confiscation for a third offense.

These changes mirror moves in nearby towns, while Prosper’s new drone response initiative promises faster safety enforcement as the community grows.
